There are many institutions that require people to fill in various kinds of personal information about themselves and in most cases this includes a cell phone number. The type of institutions I am talking about here are the ones that are government related. For example SS number, the registrar of marriages, driver’s license, etc.
Every time someone is filed in any one of the government records you can be sure that other information is also recorded including their cell numbers. So if you can access any of the government records then you it might be possible to find someone free by cell phone number.
Government records to a certain extent have been declared as public records and are therefore available for viewing. You could try looking through any online record that you think the person might probably have. In most cases the archive of driver’s licenses is a sure bet. If you are having trouble accessing the government records there are other sites that can help you with this. They most certainly won’t want you to give them anything in return.
